Ultraverse Prime

Ultraverse Prime is a Sega CD Beat 'em Up game from 1994. It was made by Malibu Interactive and published by Sony Imagesoft. The game is based on the same-named Malibu Comics series.

As the name suggests, players take control of Kevin Green, aka Prime, who is looking for his kidnapped girlfriend while fighting mutants and robot mooks all over the city. Gameplay-wise, it's a lot like Maximum Carnage, but you control Prime instead of Spidey, and there's not much of a story if you've never read the comics. You just use Prime to beat up enemies.

Notably, this game came with another arcade-style action game from the 1990s called Microcosm as a two-in-one release for the Sega CD.
